Newspaper Dong Nai dated 25 June 2011, there an article “What to do to keep the streets clean?” of the author Thanh Toan reflected in Bien Hoa City, Dong Nai Province, where the condition of tipper lorries, in process of conveying gravelly soil to construction sites, often scatter, cause the streets dirty, make the people pressing. This article also noted awareness on responsibility and effort in keeping the streets clean of building teams in works of The Pegasus Plaza (Center for commerce - services – association of apartments) on Vo Thi Sau Street, Quyet Thang Ward (Bien Hoa City) with the Investor as Toan Thinh Phat Investment - Architecture - Construction Corp. The Corporation’s work was only simple as the trucks after unloading, should be cleaned properly before leaving the site. This contributed in keeping the streets clean and nice which being acclaimed by the people.

For a long time, the passers often complained on condition of the tipper lorries caused the streets dirty, especially at construction sites, with the tipper lorries running in and out, causing soil, stones … scattered on streets. How to do to keep the streets clean which is a problem not only to the functional agencies at present.

* Dusty roads

For many years, the people complained so much on condition of dusty pollution on Bui Huu Nghia Street (Provincial Route 16, Bien Hoa City). The key cause is due to the tipper lorries loaded with soil, stone, sand … from mines (or yards) making scattered the dirt of soil, stone, sand … on the road surface, causing air pollution and difficulty to the passers. Department of Transportation, Provincial Traffic Safety Board have had many meetings to offer measures for security of traffic safety, environmental hygiene on this route, in which there was measure of cleaning tipper lorries before running on roads. Forces of Traffic Police, Traffic Supervision who doing duty on this route often fined the trucks scattering construction materials on roads. However, up to date, this road is still to be “miserable road”, due to condition of road surface full of dusts, causing traffic unsafe.

The main cause is due to nobody could solve condition of tipper lorries drawing marshy soil to Provincial Route 16 and the authorities also were not determined in fining the tipper lorries which not being cleaned as provided before getting out to Provincial Route. Someone said, this is a fact of “already known, so misery, speaking all the way”, let’s try to wait for end of 2011 that mines and yards here ending activity, tipper lorries are out of soil for business, then the roads here will be clean and nice again. But also the people said, the rock mines are outstanding with available volume of previous developed stones, the yards are also extended for more time to work for at least one year more. Thus, the passers-by here should incurred condition of dusty pollution for a long time more …

* What way to keep the streets clean?

At the works of building Bridge Hoa An 2, due to be in stage of base digging then often having trucks running in and out of the works, drawing marshy soil and causing dirty to the road surface. However, there was nobody to clean this dirty section of road, made the passers unsatisfactory. Or at a long-term operational unit as the K. Pottery – Porcelain Production Company (in Hoa An Commune, Bien Hoa City), trucks conveying clay materials often running in and out of plant, then the road surface from plant-gate to Bui Huu Nghia Street often being dirty with shattered clay. This situation existed and extended for long time ago but the people could not complain with anybody. A Traffic Supervisor in Bien Hoa City said: as existing the security here, such trucks of clay not coming. After the tipper lorries conveying clay for Company running away, it could not fine the Company. Therefore, this matter repeated for many times without any more complaint.

Beside of the units who own trucks loaded with soil, sand, stone … scattering dirt to the road surface, there were also construction works that instructed the workers to clean the dirt of mud, soil, sand … to the road surface caused by tipper lorries, but this way of doing also not cleaning wholly the road surface.

Recently, the people who going on Vo Thi Sau Street, in section of being near crossroads adjacent to Ha Huy Giap Street (Bien Hoa City), surprised and pleasant as seeing the section in front of construction works of Toan Thinh Phat Corp. frequent to be cleaned well. Though everyday, there were hundreds of tipper lorries in and out of the works that conveying muddy soil (due to digging pit, base and basement) to the roads, but absolutely the road surface is not dirty as elsewhere. There is only a little of muddy soil remained somewhere in truck that scattered on road surface, the workers of this construction would clean up promptly. Seeing the workers spray water to clean spaces underneath truck, wheels of truck before letting the tipper lorries to run out to the road, the people here is so pleasant. A Company’s Manager said, for the fact of cleaning truck and keeping the road surface clean, beside of observing strictly the law regulation, the Company also shows its responsibility to the community.

That is also a way of making the Company’s trademark, as keeping road surface clean, concurrently “keep the prestige clean” of a business unit relating to the roads and streets.
